IOI City Mall is a colossal shopping, leisure, and lifestyle destination located in IOI Resort City along Lebuh IRC (International Relations City) in the Sepang District of Selangor, Malaysia.

Developed by IOI Properties Group Berhad, one of Malaysia’s largest and most established property developers, the mall first opened its doors on 20 November 2014.
Today, following the opening of its second phase on 25 August 2022, IOI City Mall stands as the largest shopping mall in Malaysia, the largest in Southeast Asia, and the third largest in the entire world — a superlative achievement that places it on the global stage alongside giants like the New South China Mall and the Dubai Mall.
Strategically situated at the intersection of Kuala Lumpur, Putrajaya, and Cyberjaya — Malaysia’s three most important administrative, commercial, and technological hubs — IOI City Mall benefits from an exceptionally wide catchment area spanning federal government servants in Putrajaya, technology professionals in Cyberjaya, university students and staff from Universiti Malaya (UM), Universiti Putra Malaysia (UPM), and Universiti Kebangsaan Malaysia (UKM), as well as the residents of the established townships of Puchong, Bandar Sunway, and Bangi.

The mall is the centrepiece of the IOI Resort City development — a sprawling 175-acre master-planned township that IOI Properties has been developing since the early 2000s, combining residential, commercial, hospitality, and recreational elements within a single integrated community.

Phase-by-Phase Development
IOI City Mall has been developed in two major phases, each adding substantial retail offerings:
Phase 1 opened in November 2014 with a net lettable area of 1,500,000 sq ft across three levels, debuting 350 tenants.
This initial phase established the mall as a major retail destination in the southern Klang Valley from day one.
Phase 2 opened on 25 August 2022, simultaneously serving as a major renovation of the entire mall.
This expansion pushed IOI City Mall past 1 Utama to become Southeast Asia’s largest mall.
IOI City Mall was awarded the prestigious FIABCI-Malaysia Property Award in 2016, earning the distinction of “Winner of Retail Company.”
Major Anchor Tenants & Unique Attractions
IOI City Mall’s tenant lineup is a curated mix of international brands, Malaysian favourites, and unique experiential attractions found nowhere else in the country:
A fully themed indoor adventure park with obstacle courses, climbing walls, and zip lines designed around a post-apocalyptic survival narrative — one of Malaysia’s most distinctive indoor recreation concepts.
An edutainment exhibition space with an “indoor living planet” concept, offering interactive nature and environmental learning experiences for children and families — unique to IOI City Mall.
A full-sized ice skating rink — one of only a handful in the Klang Valley — offering public skating sessions, ice hockey, and figure skating classes throughout the week.
Phase 2 added the IOI Sports Centre (sports facilities) and the IOI Grand Hall Exhibition Centre — a dedicated large-format event and exhibition space capable of hosting trade shows, concerts, and conventions.
Connectivity & Accessibility
Despite its suburban location, IOI City Mall is surprisingly well-connected to the Klang Valley’s public transit network:
★ Putrajaya Sentral (KT3 / PY41)
The mall is served by free shuttle buses connecting to Putrajaya Sentral — a major transit hub where the MRT Putrajaya Line (Line 12), the ERL Airport Express, and KTM Komuter converge.
This gives IOI City Mall direct rail access to Kuala Lumpur City Centre, KLIA and KLIA 2 airports, and the entire Klang Valley rail network.
★ UPM MRT Station (PY34)
A Trek Rides Demand-Responsive Transport (DRT) service connects the mall to UPM MRT station on the MRT Putrajaya Line, serving university communities and nearby residential areas.
★ Serdang KTM (KB05)
Bus route T 523 connects the mall to Serdang KTM station on the KTM Komuter network.
★ Highway Access
The mall has its own dedicated interchange off the MEX Elevated Highway (MEX) — providing a direct, signal-free connection to Kuala Lumpur, Putrajaya, and the broader highway network including the ELITE Highway, SKVE, and North-South Expressway (PLUS).

Significance & Conclusion
IOI City Mall is not merely a shopping centre — it is a landmark of Malaysian ambition and IOI Properties’ vision executed at extraordinary scale.
From its origins as a RM 2 billion development in 2014 to its world-ranking status as Southeast Asia’s largest mall in 2022, the mall has grown in step with the southern Klang Valley’s own rapid expansion. Its catchment — spanning the Putrajaya civil service, the Cyberjaya tech ecosystem, the university belt, and the residential townships of Puchong, Bangi, and Kajang — is one of the most demographically diverse of any Malaysian mall.
Its unique attractions — District 21, the IOI City Farm, the Icescape Ice Rink — give it an experiential dimension that distinguishes it from conventional retail-only competitors.
And with the opening of Phase 2’s IOI Grand Hall Exhibition Centre, the mall has diversified into the events and MICE (meetings, incentives, conferences, and exhibitions) market, further cementing its role as a multi-purpose civic institution rather than merely a retail destination.
As Malaysia’s southern Klang Valley corridor continues to grow — with Putrajaya expanding as the administrative hub, Cyberjaya maturing as a technology centre, and new residential townships emerging along the MEX Highway corridor — IOI City Mall is exceptionally well-positioned to remain Southeast Asia’s premier shopping destination for many years to come.
